WGJP MAKES A SECOND CALL TO THAI GOVERNMENT TO TEST GT200

A few days ago, the British government banned the export to Iraq and
Afghanistan of the ADE-651, an explosives detection device that operates on
the same principles as the GT200. Mr Jim McCormick, head of the British
company ATSC that manufactures this device, has been arrested on suspicion
of fraud. The British government also issued a statement that ‘the
technology used in the ADE651 and similar devices is not suitable for bomb
detection’. These events raised widespread suspicions in Thai society about
the effectiveness of the GT200 which has been widely used in the Southern
border provinces since 2007.

In November 2009, WGJP issued a statement expressing its concern about the
effectiveness of the GT200, which several times gave either false-negative
or false-positive readings, sometimes leading to deaths and convictions.
WGJP also asked Thai government to have the device tested by a neutral
scientific agency. The government gave any response while the Army
confirmed that it would continue to use the device.


WGJP now issues a second request to the Thai government and the Army:
1. to arrange for independent scientific tests of the accuracy and
effectiveness of the device, witnessed by representatives of civil society,
scientists and the media, with public dissemination of the results.
2. to refrain from relying solely on the evidence of GT200 readings as a
basis for arrests until the result of the tests have been disseminated.
3. to reform its armament purchase policy to ensure greater transparency
and accountability, using a process that contains checks and balances and
provides access to information by the public.
4. to stop using this device immediately if the tests find that GT200 is
unreliable, ineffective, and a threat to the safety of the users and
others, in order to reduce mistrust between local people and state
officials.
